YouTube Raises Monetization Requirements for New Creators Beginning in 2027

YouTube has officially announced a major overhaul of its Partner Program (YPP) eligibility criteria, raising the performance barrier for new channels aiming to unlock ad revenue and Premium revenue sharing. Set to take effect on February 1, 2027, the updated policy doubles the long-form watch time and short-form view requirements for upcoming channel applications.

According to official updates, these changes represent the first core restructuring of YouTube's core monetization benchmarks since 2018.

New Partner Program Entry Criteria

Starting in early 2027, video creators applying for full monetization features must satisfy the 1,000-subscriber baseline alongside one of two new engagement targets:

  • Long-Form Videos: 8,000 valid public watch hours accumulated within the preceding 12 months (up from 4,000 hours).

  • YouTube Shorts: 20 million valid public Shorts views within the past 90 days (up from 10 million views).

Current Partner Program members will retain their monetized status under a grandfather clause and will not be subject to these new entry targets.

Ongoing Benchmarks for Shorts Revenue

YouTube is also updating continuous performance standards for channels monetizing short-form video:

  • Rolling View Threshold: Creators must maintain at least 10 million Shorts views across a rolling 90-day window to draw payments from the Shorts Creator Revenue Pool.

  • Long-Form Protection: If a channel falls below the 10 million Shorts view threshold, it will remain in YPP and continue generating revenue from traditional long-form content. Shorts monetization automatically resumes once the view target is re-established.

Impact on Fan Funding and Creator Payouts

The updated requirements strictly apply to ad revenue and YouTube Premium sharing. The entry benchmarks for alternative income features—including Fan Funding, Super Thanks, Channel Memberships, and YouTube Shopping—will remain entirely unchanged.

YouTube attributed these policy adjustments to rapid platform expansion, highlighting that global viewers now consume over 200 billion daily Shorts views alongside 1 billion hours of living-room TV content every single day. Executives projects that total creator payouts in 2027 will surpass 2026 levels despite the higher barrier to entry.
