Strategic Partnership: Pakistan and Hong Kong Sign Historic Customs Cooperation Agreement

In a major move to fortify international trade security and streamline bilateral commerce, Pakistan Customs and Hong Kong Customs have signed a landmark Cooperative Arrangement for Mutual Administrative Assistance.

The agreement was finalized during a virtual signing ceremony hosted at the Federal Board of Revenue (FBR) Headquarters in Islamabad. The session was led by Syed Shakeel Shah, Member Customs (Operations) at the FBR, alongside senior customs representatives and the Consul General of Pakistan in Hong Kong.

Key Framework of the Cooperative Arrangement

The new bilateral arrangement creates a structured operational framework designed to facilitate legitimate trade while clamping down on illegal cross-border activities. Key elements of the pact include:

• Real-Time Intelligence Sharing: Establishing direct communication channels for exchanging crucial customs data, surveillance reports, and actionable intelligence.

• Consignment Monitoring: Joint surveillance of suspected commercial shipments, high-risk cargo, and individuals involved in cross-border trade violations.

• Legal Enforcement: Providing mutual administrative support to ensure the effective enforcement of customs regulations in both jurisdictions.

• Global Compliance: Aligning border security practices with internationally recognized standards set by the World Customs Organization (WCO).

Boosting Revenue and Facilitating Global Trade

Speaking at the ceremony, FBR Member Customs Syed Shakeel Shah highlighted that deeper collaboration between the two administrations would create an enduring institutional link. He emphasized that closer coordination will help both sides address emerging trade challenges, improve revenue collection efficiency, and reduce unnecessary friction for legitimate importers and exporters.

Official documents were formally exchanged between the Head of Hong Kong Customs and Pakistan’s Consul General in Hong Kong, completing the execution of the treaty.

In a related enforcement development, the Senate Standing Committee on Interior held a meeting in Islamabad to address a high-profile seizure of smuggled cigarettes intercepted by Pakistan Customs.

During the proceedings, Customs officials informed the committee that the seized trucks were taken into custody following prior intelligence alerts shared with the Motorway Police. Committee members raised concerns regarding border security and supply chain vulnerabilities, prompting calls for swift investigation by law enforcement authorities to determine accountability and prevent unauthorized trade diversions.
