Applying for Your First CNIC Without Parents? NADRA Clarifies Sibling Biometric Rules
NADRA clarified that citizens applying for their first CNIC can use an adult sibling's biometric verification if parents are deceased or unavailable. As long as both siblings are on the same B-Form, the process can be completed via the Pak ID app or at a center, preventing any delay.

Turning 18 is a major milestone in Pakistan because it grants citizens their legal adult identity through the Computerised National Identity Card (CNIC). A standard requirement during the first-time application is biometric verification by a parent. However, many applicants face difficulties when their parents are either deceased, living abroad, or unavailable due to unforeseen circumstances.
To clear up confusion, the National Database and Registration Authority (NADRA) officially clarified the rules regarding biometric verification in the absence of parents.
This comprehensive guide explains how sibling biometric verification works, the requirements to qualify, and how you can apply through online channels or NADRA registration centers.
What Is the Rule for Sibling Biometrics?
Under standard NADRA procedures, at least one parent must accompany an 18-year-old applicant to provide biometric verification (fingerprint confirmation).
NADRA has confirmed that the application process does not stop if parents are unavailable or deceased. In such situations, the system automatically delegates verification authority to an adult sibling (brother or sister).
Key Requirement: Same Registered Family Tree
For a sibling to provide biometric attestation, it is not enough to simply claim a biological relationship. Both the applicant and the sibling must be registered under the same family tree in NADRA's central database.
If both individuals are already listed on the same Child Registration Certificate (CRC / B-Form), the adult sibling can legally verify the applicant's identity.
Online Application via the Pak ID App
Applicants who already possess a registered B-Form do not necessarily need to visit a physical NADRA office to apply for their first CNIC.
How to Apply Online:
Download the App: Install the official Pak ID mobile application (available on iOS and Android).
Account Creation: Sign up using an active email address and mobile phone number.
Select Application Type: Choose the option for a New CNIC.
Enter B-Form Number: Provide your Child Registration Certificate number so the system can retrieve your pre-verified family data.
Biometric Capture: Use the app's integrated fingerprint and facial scanning tools to complete the required scans.
Sibling Attestation: Have your registered adult sibling complete the biometric verification prompt using their own registered identity details.
Pre-Application Checklist: Avoiding Delays
To ensure a smooth application process and prevent rejection, verify these details before applying:
Family Tree Accuracy: Ensure all family members are accurately listed in NADRA's records without missing records or unresolved entry errors.
B-Form Details: Confirm that your name, date of birth, and parents' names match across all school leaving certificates and Union Council records.
Sibling's Active CNIC: Ensure the sibling providing biometric verification holds a valid, unexpired CNIC.
What Happens If No Family Members Are Available?
If parents are deceased and no registered siblings are available, NADRA provides alternative protocols:
Record-Based Verification: Officers may perform record-based cross-verification if parent records exist in the database.
Gazetted Officer Attestation: Applicants can get their physical application form attested by an authorized Class-1 Gazetted officer or an elected local representative.
OIC Interview: An interview with the Officer-in-Charge (OIC) at the local NADRA Registration Centre (NRC) may be conducted to confirm identity details.
