NADRA Issues Essential Guidance for B-Form Updates and First-Time CNIC Applicants

The National Database and Registration Authority (NADRA) has released a comprehensive advisory for parents across Pakistan regarding the Child Registration Certificate (CRC), commonly known as the B-Form, and the process for applying for a first-time Computerised National Identity Card (CNIC).

The announcement highlights significant changes in how NADRA manages childhood identity records and outlines when parents can complete applications online versus when an in-person visit to a registration center is required.

Key Requirements for First-Time CNIC Applications

When a teenager turns 18 and applies for their first CNIC, the application process depends entirely on whether their biometric details are already linked to their B-Form in NADRA's national database:

• Scenario A (Biometrics Already on File): If the applicant's photograph, fingerprints, and iris scans are already recorded on their updated B-Form, they do not need to visit an office. The entire first-time CNIC application can be submitted online using the PakID mobile app.

• Scenario B (Biometrics Missing): If the child holds an older B-Form without facial or fingerprint records, the database lacks the necessary biometric data. In this case, the applicant must visit the nearest NADRA Registration Centre (NRC) to capture biometrics before submitting the CNIC request.
  
  

Home Application Option: Parents applying for a standard, new B-Form for young children do not need to visit a center. They can initiate and complete the application directly from home via the PakID app.

NADRA's Age-Based B-Form System Explained

To make identity verification reliable and secure as children grow, NADRA categorizes B-Form requirements into three age groups:

• Under 3 Years: No photograph or biometrics are required, and the B-Form remains valid until the child turns three.

• 3 to 10 Years: A photograph is mandatory and requires a physical visit to a NADRA registration center, with the document staying valid until the child reaches age ten.

• 10 to 18 Years: Enhanced biometrics are compulsory—including a photograph, fingerprints, and an iris scan—and the document remains valid until the individual turns 18.
