NADRA Explains B-Form Rules for Children Without Mother’s CNIC: Complete Guide

NADRA clarified rules for obtaining a child's B-Form without a mother's physical CNIC. If issued, biometric or 13-digit CNIC verification works. If never issued, parents must complete marriage and family records first. Replacement B-Forms cost Rs. 50 (Normal) or Rs. 500 (Executive).

Getting a Child Registration Certificate (CRC)—commonly known as a B-Form—is an essential task for parents in Pakistan. This official document registers minors under the age of 18 in the national database, establishing their citizenship and allowing them to enroll in schools or apply for passports.

However, many parents run into problems when the mother’s Computerised National Identity Card (CNIC) is missing or has never been issued. To clear up confusion, the National Database and Registration Authority (NADRA) issued an official clarification explaining exactly what steps to take in these situations.

What Is the Rule When Mother’s CNIC Is Missing?

Public Information Officer Syed Shabahat Ali outlined the rules during an official NADRA podcast. The exact procedure depends entirely on whether the mother already possesses a registered CNIC or if she has never registered for one.

Scenario 1: Mother Has a CNIC, But Physical Card Is Missing

If the mother has already been issued a CNIC by NADRA, not having the physical plastic card during your NADRA center visit will not block the process.

In this case:

  • NADRA officials can locate her records in the system using her 13-digit CNIC number.

  • Her identity and parentage connection can be verified using biometric fingerprint matching at the counter.

Scenario 2: Mother Has Never Been Issued a CNIC

If the mother has never held a NADRA-issued CNIC, processing a B-Form becomes more complicated.

Because NADRA creates a linked Family Registration Record (FRC) when issuing identity documents, a mother without an ID card means:

  • The official marriage may not be registered in government or Union Council records.

  • No official family tree number has been generated for the household.

What parents must do: Parents must resolve missing identity files and officially register their marriage record before NADRA can process and issue the child’s B-Form.

Standard Requirements to Get a Child B-Form

Under normal circumstances, applying for a child's B-Form at any NADRA Registration Centre (NRC) requires the following basic steps:

  1. Child Birth Certificate: A computerized birth certificate issued by the local Union Council or Cantonment Board.

  2. Parent Identity: Valid CNIC/NICOP of at least one parent (or legal guardian) present for biometric verification.

  3. Child Attendance: Children aged 3 to 18 must visit the NADRA office in person for live photos and biometric fingerprint scans. Children under 3 years old do not need a photo or biometrics.

How to Get a Replacement for a Lost B-Form

NADRA also clarified the simple process to replace a lost, damaged, or misplaced B-Form:

  • In-Person Visit: Visit your nearest NADRA Registration Centre with your original tracking ID or CNIC details.

  • Online via App: Apply directly from your smartphone using the official Pak ID mobile application.

Fee Structure

  • Normal Service: Rs. 50

  • Executive Service: Rs. 500
