Saudi Arabia has officially introduced new rules and guidelines for all hotels and housing facilities hosting Hajj pilgrims in Makkah and Madinah. These updated standards aim to improve service quality, safety, and comfort for millions of pilgrims preparing for the Hajj 2027 season.

The Ministry of Tourism has also released a clear schedule of fines and penalties for hotel owners who fail to follow these new guidelines.

What are the New Accommodation Rules?

The new regulations focus on keeping housing safe, clean, and fully operational before and during the pilgrimage. Key updates include:

  • Two Main Hotel Categories: All pilgrim housing will now be divided into Economy Class and First Class. Each category has its own specific set of service standards.

  • Strict Quality Controls: Hotels must maintain high cleanliness standards, offer reliable guest services, and ensure common areas, reception desks, and bedrooms are well-kept.

  • Uninterrupted Services: Accommodation providers must guarantee continuous water, electricity, air conditioning, and emergency maintenance throughout the stay.

  • Safety First: Facilities must strictly follow safety rules and regular building maintenance protocols.

Strict Inspection Process in Three Stages

To ensure hotel owners comply with the new guidelines, government teams will inspect buildings at three different steps:

  1. Before Issuing a License: To verify if the building meets all initial standards.

  2. Before Pilgrims Arrive: To ensure the facility is completely ready for operation.

  3. During the Hajj Season: To monitor live daily services and fix any operational issues immediately.

Spokesperson Nasr Alansari explained that these steps will help spot problems early and make sure every pilgrim enjoys a safe and peaceful stay in the holy cities.

Early Preparation Urged for Hotel Operators

Saudi officials emphasized that serving Hajj pilgrims is a sacred honor and a historic national responsibility. The Ministry of Tourism has advised all accommodation managers planning to serve pilgrims in 2027 to start their preparations right away. Hotel managers are encouraged to finish all building repairs, room upgrades, and maintenance work before applying for their official licenses.
