Ministry Issues Strict 3-Day Deadline for Private Hajj 2027 Operators

The Ministry of Religious Affairs has issued a final warning to private Hajj operators in Pakistan, giving them a strict three-day deadline to publish and activate their package details for Hajj 2027. Tour operators who fail to comply by August 31 risk losing their allocated seats, which may be confiscated and given to other companies or moved to the government scheme.

While bookings under the Government Hajj Scheme are progressing steadily, activation under the private scheme remains extremely low.

Critical Details of the Ministry’s Warning

Official letters sent to Hajj Organising Companies (HGOs) lay out clear conditions to protect intending pilgrims:

• Mandatory Portal Activation: Operators must list all package details directly on the official Hajj Management System.

• Direct Booking for Pilgrims: For the first time, pilgrims will be able to select and confirm private packages directly through the ministry’s official website.

• Strict Quota Penalties: Companies failing to meet the August 31 deadline face complete cancellation of their allocated quota. The unassigned seats will be transferred to active operators or added to the public scheme.
  
  

Why the Ministry Acted

The ministry allocated over 71,000 seats to private Hajj organizers for the 2027 season. However, official records show that only 54 bookings were processed during the first five days—representing a tiny fraction (just 0.1%) of the total private quota.

With nearly 99.9% of the private quota sitting unused and deadlines approaching, authorities stepped in to prevent delays in overall Hajj planning. Fee collections under the private scheme began on August 23, covering 40% of initial payments. Authorities emphasized that strict measures will ensure transparent processing for every pilgrim.
