The temporary freeze happened during Pakistan’s transition from the classic net metering model (1-to-1 unit offset against grid consumption) to the newer net billing system (where exported solar electricity is sold back at set wholesale rates, around Rs. 11/unit) under NEPRA’s updated regulations.

This policy change left 16,654 applications stuck in administrative queues across various distribution companies (DISCOs like LESCO, IESCO, MEPCO, and PESCO). Many consumers had already paid their demand notices and installed bidirectional meters, yet their applications remained pending in the billing software.

• The government set February 9, 2026, as a cut-off deadline.

• Applicants who completed all necessary paperwork and payments before this date are allowed to keep the legacy net metering status.
