The Federal Board of Revenue (FBR) has officially set up the National Faceless Centre (NFC) in Islamabad. Approved during an executive Board in Council meeting, this major initiative marks a shift in how tax audits and assessments operate across Pakistan.

Under this new digital setup, taxpayers will no longer have to visit tax offices or deal face-to-face with individual tax officers. The entire process—from case selection to final tax orders—will now take place online through an automated system.

Why Is the Federal Board of Revenue Removing Direct Contact?

For years, one of the biggest concerns for Pakistani businesses and individual taxpayers was dealing directly with local tax officials. When a tax return was selected for an audit, the taxpayer had to meet specific officers in person. This setup often led to delays, inconsistent decisions based on personal officer opinion, and frequent corruption complaints.

Similar faceless tax models are already used in countries like the UK, Australia, Singapore, and India to prevent official misuse of authority and build public trust. By introducing the National Faceless Centre, the FBR aims to:

  • Stop direct interaction between taxpayers and tax officers.

  • Ensure equal enforcement of tax rules for every citizen.

  • Base all tax decisions on verified financial data rather than personal officer judgment.

  • Speed up audit completions and reduce harassment complaints.

How the National Faceless System Works

The traditional system allowed a single local officer to oversee a tax audit from start to finish. The new model completely restructures this workflow into an anonymous, multi-step process:

  1. Automated Case Selection: Cases are no longer picked manually by officers. Instead, a computerized, risk-based algorithm analyzes tax returns and flags cases for review.

  2. Anonymous Case Assignment: Once picked, the system automatically assigns the file to an officer located anywhere in Pakistan. Neither the taxpayer knows who the officer is, nor does the officer get to pick which case they receive.

  3. Three-Tier Independent Division: A single officer will no longer handle a case alone.

    • Audit Wing: One officer reviews the uploaded records and conducts the initial audit.

    • Assessment Wing: A second officer calculates any applicable tax amounts based on the audit findings.

    • Quality Control Wing: A third officer checks the final order to verify fairness and accuracy before issuing it.

  4. Digital Communications via IRIS: All official notices, taxpayer responses, document submissions, and hearings take place online through the FBR’s IRIS portal.

  5. Independent Field Teams: If a case strictly requires physical site verification or tax collection, a separate field team handles it independently rather than the auditing officer.

Structure and Legal Authority

The National Faceless Centre derives its legal standing from the Finance Act, 2026.

  • Leadership: The centre is headed by a Chief Commissioner Inland Revenue.

  • Core Operations: It operates through four dedicated wings: Faceless Audit, Faceless Assessment, Quality Control, and Field Operations.

  • Implementation: A specialized Programme Management Unit oversees the nationwide rollout and digital infrastructure.
