In a major step to make life easier for millions of families, the government of Pakistan has announced that all Benazir Income Support Program (BISP) beneficiaries will receive digital wallets by the end of 2026.
The announcement was made by the Minister of State for Finance, Bilal Azhar Kayani, during the launch ceremony of the new Z-Wallet platform. The main goal of this project is to help people receive their monthly financial aid safely, quickly, and directly without standing in long queues or dealing with middle agents.
What is the BISP Digital Wallet?
Under the new system, more than 10 million women and families enrolled in BISP will get their own digital bank accounts linked to their mobile phones. These digital wallets will work just like regular bank accounts.
Once the system goes live, beneficiaries will be able to:
Receive Monthly Stipends: Cash aid will go directly into their digital wallets.
Pay Utility Bills: Users can pay electricity, gas, and water bills straight from their phones.
Send & Receive Money: Easy money transfers to family members or bank accounts anytime.
Shop at Local Stores: Buy everyday groceries and household items using QR codes.

Minister Bilal Azhar Kayani shared that Pakistan is moving very fast toward a cashless, digital economy. Thanks to government initiatives like Raast, digital payments are now simpler and safer for everyone.

Over 137 million citizens in Pakistan are now using digital banking services.
More than 2 million shopkeepers and traders have started accepting digital payments.
Government offices have shifted 76% of their total payments to digital channels, up from just 9% previously.
Over 10 million BISP beneficiaries are already receiving payments through initial digital methods.
