Owning a home is a major lifelong dream for millions of Pakistani families, but long paperwork chains and slow bank approvals have historically made housing finance difficult to access. To solve this, the federal government under Prime Minister Shehbaz Sharif has announced major policy updates to simplify the Wazir-e-Azam Apna Ghar Program.
During a high-level review meeting in Islamabad, the Prime Minister announced that the total number of required application documents for the Apna Ghar housing scheme has been slashed from 25 down to just 5. Furthermore, a strict 15-working-day processing limit has been enforced for participating financial institutions to finalize loan approvals.
These changes aim to streamline loan applications, eliminate bureaucratic hurdles, and make home financing quick and hassle-free for low- and middle-income citizens across Pakistan.
Key Highlights of the New Govt Announcement
Document Reduction: Applicants now only need to submit 5 essential documents instead of assembling a complex file of 25 separate papers.
15-Day Fast-Track Approval: Banks and partner lending institutions are required to process, review, and decide on complete housing loan applications within 15 working days.
Property Ownership Support: Government officials and local authorities have been directed to directly assist citizens in securing necessary land ownership and title documentation.
Broader Policy Reform: The State Bank of Pakistan (SBP) along with relevant federal ministries are working on updated credit guidelines for housing, agriculture, and small business sectors.
What Is the PM Apna Ghar Program?
The Prime Minister's Apna Ghar Scheme is a federal subsidised housing finance initiative designed to help first-time homeowners construct or purchase a residential property.
Under the scheme, eligible Pakistani citizens can secure home financing up to PKR 10 million (1 Crore) at a subsidized, fixed markup rate of 5% for the first 10 years, with flexible repayment plans extending up to 20 years. The loan can be used to:
Buy an already constructed house (up to 10 marla).
Buy an apartment or flat (up to 1,500 sq. ft.).
Purchase a residential plot (up to 10 marla) and fund its construction.
Build a house on a plot you already own.
Why Were these Changes Necessary?
Previously, citizens faced major delays at bank branches due to strict document verifications. Applicants often spent weeks collecting up to 25 different property certificates, income proofs, and legal clearances.
By streamlining the required paperwork to 5 core documents and setting a firm 15-day bank deadline, the federal government aims to speed up fund disbursements so applicants can move into their own homes without waiting for months.
